The use of AI technologies in civil service provision fundamentally changes citizen-state interactions and introduces new challenges to warrant trustworthy application without citizen discrimination. The VALUE-AI project will solve these issues by combining a comprehensive synthesis of AI risk governance scholarship that identifies high-risk scenarios and blind spots with in-depth analysis of how AI-professionals appraise AI risk in civil service delivery. We will create an innovative, value-based risk governance framework for AI in public administration and develop evidence-based best practices and policy recommendations. With these new insights, practitioners can create citizen-centric, trustworthy, values-based AI applications for the benefit of society.
